NEW BUILDING PROJECT

To meet the growth of our church family, our goal is to build a 2-story 15,000 square foot building to accommodate a 400+ seat worship center, lobby, bathrooms, elevator, additional children’s classrooms, kitchenette/resource room, kid's flex space, and office.  We will also landscape the property and add 100 additional paved parking spaces.

It’s important to the church leadership to be faithful with the funds God has provided through you and keep the mortgage payment reasonable.   The Building Committee decided that we will build in two phases.  Although we would like to do everything at once, our plan is to build the main new building first.  Afterward (and when we can afford it), connect the existing building to the new building with an approximate 2100 sq ft fellowship hall with coffee bar, fireplace, comfy seating areas, covered entry, outdoor terrace, and remodel and expand the current kitchen.  The existing building will have to be brought up to the current fire code which requires a fire sprinkler system - costing up to an additional $100,000.
**Design and plans are evolving as we progress through this process.**

PROGRESS

  • 2/13/25: Design package added.
  • 9/24/24 2nd Zoom meeting with the interior design team at our architect's firm combined things we liked and provided an updated concept.
  • 9/3/24 Zoom meeting with interior designers who work at the architects firm.  Provided three early design ideas.
  • 8/20/24 Revised architectural plans and reports submitted to Kitsap County for continued Building Permit review progress. The submittal of the building plans and SDAP plans are a significant event culminating months of thoughtful coordination with our consultants. They in turn have put in much hard work to bring us to a position to achieve permits within the next 6 months to one year depending on the staff workload at Kitsap County.
  • 8/20/24 SDAP fee of $6,059.65 paid to Kitsap County to begin review process.
  • 8/19/24 Revised SDAP plans and reports submitted to Kitsap County for continued SDAP review progress.
  • 8/14/24 Weekly consultant coordination zoom call.
  • 7/30/24 Final comments provided to SDAP consultant.
  • 6/27/24 Structural plans are revised into separate plan sheets.
  • 6/5/24 Meeting with Kitsap County Fire Marshall. Comments regarding fire truck turnaround are resolved.
  • 5/28/24 Coordination between MEP consultant and architect.
  • 5/16/24 Received first comments from Kitsap County on Building Permit Submital.
  • 5/15/24 In-person meeting at Kitsap County to coordinate review and plan revisions.
  • 4/22/24 – 5/13/24 Feedback from CCP to design team including:
    • Wall design at north and south corners of the building 
    • Elevator size and location.
    • Septic tanks location and sequence of construction.
    • Grading adjustments to achieve cost reduction.
  • (4/18/24) New Building Committee Meeting: Discussed methodology for selection of General Contractor to assist with pre-bidding and budget control process. Considering using CCI Solutions for Audio/Video design planning during building and board meetings.
  • (4/16/24) Kitsap County SDAP permit fee payment of $6,059.65 required to begin review.
  • (4/2/24) SDAP (Site Development Activity Permit) submittal to Kitsap County.  The building permit that was previously submitted is only for the construction of the building itself.  This additional permit is what Kitsap County requires for all of the site improvements: clearing, grading, paving, drainage system, water system and landscaping.
  • (3/8/24) Specialized commercial architect, Salas O'Brien, engaged to complete integration of mechanical, structural and architectural plans.  Principal architect, Arnold Kraakmo, is a sincere believer who is very excited to help the church complete this critical component needed by the General Contractor to obtain construction bids and to efficiently implement the project for completion.
  • (3/7/24)  $53,495.33  paid to Kitsap County to begin the building permit review.
  • (2/28/24) Application for building permit submitted with Kitsap County.  Pray that they accept it.  Once we know it's accepted, we'll pay the fee and be vested under the current State energy code - saving us money.
  • 2/8/24) Items being coordinated to submit for a building permit later in February.
  • (2/2/24) The Civil Engineer prepares modified grading plan to begin preparation of SDAP application.
  • (1/30/24) Hearing Examiner issues decision APPROVING the CUP application.  PTL!  He modifies condition giving us flexibility regarding the “truck wash”.
  • (1/18/24) Neighbors do not provide comment and examiner closes the hearing.
  • (1/11/24) Kitsap County conducts public hearing for Calvary Chapel Poulsbo CUP application.  Testimony included CCP building committee representative summarizing request for modification of the one condition requiring a truck wash.  Neighbors to the church also testified requesting copies of the files and the opportunity to comment later.  Examiner granted request and held the hearing record to be open for an additional week.
  • (1/9/24) Calvary Chapel Poulsbo sends letter to Hearing Examiner requesting modifications to condition requiring “truck wash” for the project.
  • (1/4/24) Staff report issued recommending approval of the CUP application.
  • (1/3/24) Neighbor writes email to county in support of our CUP application.
  • (12/30/23) As of today, we expect to see a Staff Report for the Conditional Use Permit Amendment Public Hearing scheduled for 1/11/23 by 1/4/23.  It is anticipated that a message will be sent to church members relative to the potential assistance that could be provided through positive public comment either in writing or by attendance at the public hearing.
  • (12/29/23)  Coordination email sent to LDC consultants regarding their new Project Manager.  Meeting to be held the following week to prepare for upcoming Public Hearing.
  • (12/28/23) CCP team meets with MEP consultant via Zoom to iron out coordination issues with the mechanical, electrical and plumbing plans for the new building.
  • (12/21/23) Kitsap County issues required SEPA (State Environmental Policy Act) determination of non-significance which is required for public hearing to proceed.
  • (12/19/23)  Receive word from Kitsap County Planner Darren Gurnee that Conditional Use Permit Hearing has been scheduled for the morning of January 11th.
  • (11/28/23) Calvary Chapel Poulsbo Building Committee members meet with LDC (our civil engineering consultant) to discuss beginning the Site Development Activity Permit (SDAP) plans.  These are the civil engineering plans which govern the clearing, grading and utility work needed for the project.  It is a separate permit from the building permit and needs to be issued before the building permit can be issued.  These plans need input from the CUP process which is just now being completed by Kitsap County.
  • (11/13/23) Kitsap County Planner, Darren Gurnee informs the project team that Kitsap County Public Works has completed their review of the Right of Way permit submitted 9/12/23.  This is good news since they can now issue the environmental determination and schedule a hearing for the CUP (conditional use permit).  He thinks it will occur in December or January at the latest.  
  • (10/18/23) MEP consultant passes on the good news that the energy code will not change until mid-March 2024 at the earliest.  The building permit submittal can easily be achieved prior to that date.
  • 9/12/23) Right of Way permit application submitted to Kitsap County by LDC (Civil Engineering Consultant) to allow CUP process to continue.(9/6/23)  Zoom meeting to discuss CCP responses to MEP questions presented by Robison and Associates.  Direction given for them to continue their plan preparation.
  • (8/17/23) Kitsap County issues comment letter requesting submittal of Right of Way Permit application to allow their continued processing of the Conditional Use Permit.
  • (7/27/23) Robison proposal approved and signed bringing Robison under contract.  Robison MEP plans expected by mid-September to be coordinated with online energy forms thus completing the required elements for building permit submittal ahead of deadline of mid-October.
  • (7/13/23) Follow up by our Energy Code consultant leads to conclusion that Mechanical Plans are needed to complete the online forms.  We had been previously informed that these could be submitted later but concurrently we had decided to have Mechanical Plans prepared in order to obtain cost estimates of total project cost.  Thus the pursuit of a Mechanical Plan consultant commenced.
  • (6/22/23) “Zoom” conference with Kitsap County staff.  Important meeting where we learn that the new energy code has been delayed to October 29th of this year.  The main purpose of this meeting was to determine whether the documents provided in advance of the meeting constitute a complete application.  While the staff indicated that things “look good”, they wanted a few days to further review the documents and get back to us.
    (6/21/23) Construction plan completed by the Architect.  Still need mechanical, electrical, and fire plans.
  • (5/10/23)  Energy calculations begin in earnest.  Goal is to be ready by first of June to combine with other items for pre-submittal conference with Kitsap County staff ahead of Building Permit submittal by end of June.  The new energy code becomes effective July 1.
  • (5/3/23)  Building Committee members meet with Kitsap County staff to confirm steps needed to avoid new energy code.  The Permit Technician was very helpful and laid out a process for moving ahead.  Primary goal is to submit for a Building Permit by the end of June to "vest" to the current energy code.  Vesting is a legal term coined by government to provide fairness to applicants well along with their process to allow them to maintain the design being developed per existing codes.  God is good!  We have almost everything we need to submit except for "energy code calculations".  A consultant has been identified to help us with this.
  • (4/6/23)  Building committee learns of new energy code changes that could impact building costs.
  • (Jan 5, 2023) Paid Kitsap County $10,325 to begin the conditional use permit review. Architect to begin working on construction plans.  Meaning the re-submittal was adequate to begin the review process.  Please PRAY that the County will approve our plan.
  • (Dec 5, 2022) We've submitted the conditional use permit (CUP) with Kitsap County!  This is an amendment to the existing CUP allowing us to develop the property for the new building and expansion.
